This looks like a simple misunderstanding. I think he's just saying that if
they can legitimately be distributed by us under the GPL provisions without
special exceptions then they probably don't need to be in contrib.

I'm not sure this is true, I think our criteria for usefulness is not
necessarily the same as the criteria for being a derivative work under
copyright law. I think there are a few packages that can legimitely be
considered separate works from the non-free components they need and yet
aren't useful packages by our standards without them.
