I don't like this idea. The problem is that it's not sufficient just to
install a new debian/rules-generator to comply with new versions of the
policy. If things like copyright/license aspects are changed in the
policy, simply using newer tools wouldn't help.

I think we should keep debian-policy (the package) and the "deb helper"
packages seperate. debmake currently creates a debian/control file which
sets "Standards-Version" to the version to which debmake's output is
complying to. I think this is a good solution.
