I agree completely! The problem with debmake is not that it makes
packaging decisions, but that it does it in a way that make building the
package depend on a particular version of debmake. 

Helper programs for constructing Debian packages should create a package
that can be built free of their existance. This isn't the "hard" problem
that some have made it out to be. It just requires a different approach to
constructing the rules file than has been taken by the current design.
