And that would not even do it. I do not believe that any *standard*
would be able to keep to different distributions more than
superficially compatible. Only an *organization* can do that. 

Problems will arise, even within any (usable) standard, and one needs
some real persons to deal with these AND there must be somebody able
to cut through at some point.

I do not see the possibilities of settling disputes between a
volunteer maintainer and one or more commercial distributers by mere
civil discussion as being significantly above zero.
