Well, a universal package manager could have a config file telling
it where to extract files -- where /bin, /sbin and all other places
defined by fhs happen to live on this particular machine. One could
probably have a tarball for each of these directories (as needed) in
the package. A config file would then tell package manager that
startup_files.tar is to be extracted into /etc/init.d while
system_binaries.tar goes to /sbin. Hmm, granularity would be problem...
