Review by one person who likes to say "no" is better than what we have
now.

I suggest that any upload which is planned for stable or frozen
requires a justification for being placed in stable or frozen.  If it
doesn't fix a critical and submitted bug, that upload should be
rejected.  That means that a developer-discovered bug for stable and
frozen must be submitted.
