These "highly controversial" security issues were the result of
fantasy about what was going on as far as I can tell.

The pppd package was designed to be universally usable for multiple
situations and not mine alone. Please be specific. What exactly is the
problem? The standard installation is not usable for our situation without
suidmanager which was specifically designed to allow the flexibility for
security configurations in different situations.

Then what is the issue?

Opening up /etc/ppp for access from group dip is really not secure.
You will invite all people with dialup ip access to review your ppp
configuration and the secrets files.
