Bug#2255: dpkg includes out of date Guidelines

   I can fix this in two ways:

   1. Throw away the old copy in the dpkg source tree.

   2. Put the latest version of the dpkg source tree and maintain that
   as the master.  Optionally install a formatted version.

   Opinions ?  Especially, Ian M. ?

I think including the guidelines in dpkg is a good idea.  I also think
installing them to /usr/info is a good idea.  That way, when someone
asks how to construct a Debian package, we can tell them to `info -f
guidelines'.
