Bug#2255: dpkg includes out of date Guidelines

I can fix this in two ways:

1. Throw away the old copy in the dpkg source tree.

2. Put the latest version of the dpkg source tree and maintain that as
the master.  Optionally install a formatted version.

Opinions ?  Especially, Ian M. ?
