I'm not sure what resources you've been using so far to learn about
Debian packaging, but I highly recommend Lucas Nussbaum's
packaging-tutorial [1] for a relatively concise and hands-on approach
to packaging. If you've started by diving into Debian Policy or devref
(not such a good idea), I can't blame you for feeling overwhelmed.
Yes, Debian packages are more complex than e.g. Arch pkgbuilds or
Gentoo ebuilds, but there's not all that much that you _must_ learn
before being able to put together your very first package (again,
refer to packaging-tutorial).
