My suspicion is that if the barrier is indeed very low (e.g. "has
supplied n patches to games pacakge bugs which were good and accepted"
for small 'n' (Maybe 5?))
, it would not require nearly as much overhead as a full NM or so.

While I completely agree with this, I also have sympathy for the
limited feedback concern previously mentioned. Having had a few
patches previously accepted and released by the team made me more
confident about my first SVN commit. I would think that light
oversight for the first couple changes would probably be an
encouragement to new members, rather than indicating a lack of trust.
