We could just hand that that team over to people who are both Ubuntu
and Debian developers and then just manage applicants like we do for
bug control, in this case we'd just tell people who apply to use their
debian.org addresses and that should make it pretty easy to
manage/approve people without too much process.
As far as putting the team in bug-control I think that would make
things easier, I'll raise it with the Bug Squad on the mailing list
and get back to you.
