We really need to get a proper vote on this written on paper. We really
do. It's the case where we need a direction and we need some body
(frankly, at this point, it doesn't matter who) to say "This is the init
system for jessie on Linux"

I'd say we let maintainers resolve this themselves, and if there's a
dispute between maintainers, raise that dispute to the ctte and get a
ruling on that.

I don't like assuming our maintainers aren't fit to make sound technical
decisions regarding this as of yet. I also trust maintainers to accept
sound patches fixing such lock-in.
