To the best of my knowledge you do set a disk size in a packer template,
but then the disk image grows as you fill the vm with data. IS that what
you mean ?
Inside the VM:
vagrant@vagrantbox:~$ df -h
Filesystem      Size  Used Avail Use% Mounted on
/dev/sda1       9.2G  982M  7.8G  12% /

As seen from the host:
ls -lsh debian-800-jessie-disk1.vmdk
1,7G -rw------- 1 manu manu 1,7G avril 24 18:32 debian-800-jessie-disk1.vmdk
