You could try to get rid of all the GB13000 stuff in your system. (libc
etc. ... I'm not very sure..)
My newly installed (in Nanjing) and upgraded woody with native Debian
Gnome can support Chinese and I only did set LC_ALL ... in my .profile
(I.e. didn't touch gnomecc nor panel etc. I'm using twm.)
