Unless the machine you're running this on is isolated from the Internet,
you could just have added any of the many servers in our mirror network
to apt's sources.list and then installed missing package(s) as though
they were on the medium.  (see the man page: sources.list(5) )

We make sure that all of a packages dependencies are on the media before
the package itself. After all, having spyder without python3-spyder
wouldn't do you much good either (if you're not allowing Internet
downloads that is), and would be more annoying as it would offer the
package and then fail with missing dependencies if you attempted to
install it.
