Note that there's actually a big probability that 2nd stage will fail
when the locale is fr_FR.UTF-8, according to tests I made a few days
ago.

Please test it again if you can, if you manage to solve your keyboard
problems.

If it fails with UTF-8 (the symptom is a continuously flickering
screen after the reboot), then try selecting the fr_FR locale and just
add the fr_FR.UTF-8 locale as additional locale.

This will be an interesting test whether this feature works as
expected...
