It seems to me that linux-sound-base on every install (as soon as a
sound card is detected) and alsa-base on every desktop install are
reasonable defaults.
This means that translatable material for linux-sound-base shoudl go
to level 2 and the material for alsa-base should go to level 5.

Both packages are maintainers by "Debian ALSA Maintainers
<pkg-alsa-devel@lists.alioth.debian.org>", but I think that talking
with Thomas Hood is OK.
Getting these packages CVS or SVN repositories addresses and add then
to l2 and/or l5 is probably what's needed if these features are added.
