Items will be gathered into a single menu, so their context is not the 
current PO file, but the whole menu.  For instance translation teams
may decide that each item must contain a verb, so they must know which
descriptions are in fact menu items.

I do not understand your question.  If you ask whether these comments are
removed by current po2debconf, answer is yes (since 0.6.0, I believe).
