Randolph, I have some bad news. The .14 version appears to be back to the
old troublesome behaviour of not doing the right thing with modules.conf.
ie: my test builds with .14 resulted in the "unable to open
/target/etc/modules.conf" error situation. .13 seems to work OK.
I'll do some further testing if time permits.
