Using my configuration, I found that Recommends: were installed but
Suggests: were not. I'm trying to get hold of someone in the debian-live
team to ask about this as I've got hardware specific packages as Suggests:
which should be installed on the Live CD but not necessarily on all systems
that have the Blend. This is something I'll be throwing open to discussion
within the Hams group soon. It may be that Suggests: might end up being used
differently.

The live.debian.net people are the only ones I've seen so far. I'm willing
to talk to anyone who can help though.
