Iceape (Debian's version of SeaMonkey) was removed from Debian because
it wasn't security-supported:

You could use Iceweasel (aka Firefox) or netsurf as replacements.
I find utilities to be such am personal choice that an installer
should NOT install a default selection.
Possibly non-pure derivations of Debian exists which suits your
needs adequately, perhaps others on this list know more and
can give suggestions for that

As far as 'minimalist' distributions go, Crunchbang comes to mind.

That site explicitly claims to "be faster". I didn't find it
claiming to meet some definition of "minimal".
