Yes, it is.  It's still a staging ground for uploads that aren't
appropriate for unstable/migration to testing.

That doesn't change the fact that backports are a way to provide updates
from /testing/ to users of stable.  Experimental has /far/ less exposure
than unstable and testing to help sort out bugs before a backport
happens.

The best way to return to the normal flow of development is by working
to reduce the length of the freeze.
