Experimental during a freeze is not the same as at other times. Package
updates that would normally go to Unstable are recommended to go to
Experimental instead, keeping Unstable open as a path for making the
minimal amount of changes to the frozen Testing distribution.

In that proposal, there is still the waiting period and the requirement
of no RC bugs. It doesn't mean anything out of Experimental can be
backported.
