Notice the quotes and the context before taking the comment to heart.
I'm merely commenting on the existing functionality for b-f and the
likely functionality of d-i for ARM.

There are literally dozens of ARM platforms, mostly notionally embedded,
that are well able to run Debian given suitable storage.  Supporting
each and every one in an installer is an enormous amount of effort, and
probably ultimately futile.   The alternative for these systems is to
use deboostrap.  Arguing over a defintion of what a desktop machine is
is unlikely to be fruitful, and nor would I presume to suggest what
is appropriate for your favourite piece of hardware.
