I think that would be the most valuable step forward.  As a fallback,
we can go with a shared archive that has distributed commit access,
but it would only have to be migrated to ftp.debian.org later on.

As a side note, if you have a biarch kernel, you can run a completely
stable system (full featured) by booting 32arch for the few services
that have to be 32arch (such as video drivers) and chrooting into 64arch
to run xdm (and thus everything that gets triggered by a user logging in).

I doubt it, because people will simply tell their machine to install
32arch packages when the biarch package is not available ... so that
all the people who just casually want one package will give a false
positive of the success of the biarch effort.

Personally, I'd like to see the multiarch get implemented so that the
future multiarch can draw explicitly from the 32arch and 64arch pools.
Once that feature is in, I think it'll be ready for broad deployment.
Therefore, I think there is more value in having a 64arch immediately.
