I would hope there is a solution that applies them on top of the series
that is applied in Debian.

Because then the biggest risk is that a patch doesn't apply anymore but
one would notice that due to FTBFS.

But, if it is the best we have, I rather have that then a delta with
Ubuntu that is only this small. So I agree as well. Maybe we can do
something smart in the clean target and fail if e.g. the Debian patches
aren't all in the ubuntu.series and/or test that the full series can be
applied (yes ugly, but proving we aren't neglecting it).
