I just added rolling a 3.12 release of Orca to my calendar for 1
October. I trust that should address the concerns raised here -- at
least those which are within my power to address.

As for the LibreOffice combo box issue, I filed a bug:
https://bugs.freedesktop.org/show_bug.cgi?id=82998

Hopefully that bug will be fixed by the LO devs in time for your
release. But if not, the appropriate work around would be to not use
their special Open and Save As dialogs. Those dialogs are not enabled by
default. And if the platform native ones are not fully accessible, then
you of course have a much bigger problem. ;)
