Alternatively, for the German team to win the bid and retain autonomy on
deciding between Munich and Heidelberg (and be able to play the cities off
each other for better pricings), *both* German venue options would have to
outweigh other the bids.  In other words, Munich and Heidelberg would have
to be selected as superior bids to Mechelen and Karlskrona.
