This is what I thought would make sense. I requested sponsorship and you need to decide if I'm supposed to get some. But if you already calculated with the values the applicants filled in the form that is indeed not fair any more. For my special case: as I said I'm not able to gather enough money to attend without sponsorship. But OTOH I'm definitely not the next DPL who you need to be at debconf. :) I can just say, I'd like to attend and I'm not able to without full sponsoring. For me it'd be okay if you said I can get travel sponsorship but therefor I can't get sponsorship for debcamp or something like that. I didn't fill in travel dates and stuff like that *because* I didn't know if I get sponsorship for it and thus if I attend... I really don't know but I can see your position.
