Here's what I wrote in my book:

The \programme{invoke-rc.d} script is Debian's way of interacting
with the scripts in \dir{/etc/init.d}. However, it was not designed
to be used by the system administrator, as it does not provide the
necessary flexibility. For instance, a certain daemon may be
stopped, but in a floating state, suggesting that it is perfectly
okay for the daemon to be running in the current runlevel, it just
has not been started. If the administrator were to use
\programme{invoke-rc.d}, it would fail to start the daemon because
of the lack of the corresponding \file{S} link in runlevel's
\dir{rcX.d} directory.

Obviously, if it works for you, use it. Just don't advocate it
blindly to others until we had a chance to rework the policy layer.
