Yes it can...it can serve as a Web frontend :)
The aptitude code is basically C++ with lots of hashes (or at least
STL maps, which are balanced binary trees -- I don't remember offhand
whether hashes as such are used)

True, although we might see the Church of Emacs adding it to every
category..
About the keyboards: you could make the set of keywords editable as well,
although I think that's more likely to encourage ..... not abuse but
poorly thought-out changes.

True -- as you can see from reading Slashdot, moderation by users can
lead to a great deal of consistency ;-) In this context it would even
be desirable.
