Policy doesn't say anything about it explicitly. It could be argued, that if the package create such files, then there's no sane way to implement policy-compliant clean target. The clean target “must undo any effects that the ‘build’ and ‘binary’ targets may have had, except that it should leave alone any output files created in the parent directory by a run of a ‘binary’ target”.

I already gather statistics of file system access using the machinery to find unused build dependencies (the thing I wrote about on d-devel). But the gathered data could easily be used to find this kind of things as well. Would that make sense?
