I suppose if apt (or any other program) says 'dpkg --remove
<packagename>', dpkg marks the package as 'to be removed' and then removes
it, no matter what it was marked for originally. I don't see any evil done
by dpkg there. I'd rather think it's APT giving the wrong commands.

If APT removes all packages that are to be removed, then why not also
purge all packages that are to be purged? That would render [C]onfigure
and [R]emove obsolete, which would be convenient for the user IMHO.
