To follow up on myself: Please, if you implement this take care of
packages that are to be removed only because a conflicting package is to
be installed. For example, I just installed lynx-ssl which conflicts with
lynx. Apt first removed lynx and then installed lynx-ssl. Because they
share the same config file, this file was preserved in the process. Other
methods would do this by simply calling dpkg to install lynx-ssl with the
'-B' flag, which would cause dpkg to automatically remove lynx.
