I agree with not adding the link on devel/index until the page goes live.
You can commit anytime you are ready. When you do, however, send an email
to debian-www warning the translators to not translate these pages as they
are in a state of flux.
Be aware, that php and postgresql will not be running on this website. For
the php and database stuff we'll have a different machine (either
nm.debian.org or join.debian.org)
