There are no alt tags.

No, the point is not whether the pages load or don't load today.
The HTML user agents try to display broken HTML in the spirit of "be
liberal in what you accept".  We should in that same spirit "be strict
in what [we] send".

This is according to the HTML 4.0 specification, which the Debian WWW
pages claim to follow.  The specification actually explicitly mentions
one case where the alt attribute should be empty.
