In fact the mentioned pear-package tool generates the Debian package based on 
PEAR package. I don't want to start another "debhelper vs yada" thread so 
maybe somebody will prepare another tool.

Charles suggested that pear-package could support just now only php4 then it 
could eventually pass the incoming queue. See Bug#294061.
