are you talking about an application you've installed or an application
you're packaging?  this list isn't really where the former should be
asked (at least at this point).  fi you are packaging this application,
that's something we haven't discussed yet, but worth talking about.

for packages that allow file uploads, what should the default
location be?  my impression is that it would be somewhere under
/var/lib/$package/uploads.

what the permissions should be is also a point of discussion, though
this may not be as generalizable.  i'd say root:www-data/2770 for
the top-level upload directory.  and everything else would be something
masked against 007 (that is, files should *never* be world
writable)
