Configuring the package when the database server is not running

One of the solutions for configuring the package when the database server
is not running would be to split out the config options so that a
"reconfigure" would enable you to make the changes later.

This is similar to what has been done with exim4.  There's a package
"exim4-config" that you can reconfigure to modify the settings without
reinstalling the rest of the package.

Then you'd have a meta package that would be the install candidate so that
you'd install with that name which would include the config package.
