Some people are not technically good enough to be full DD (at least as
long as we'll have the same set of Task&Skills checks). But they are
certainly capable of maintaining some packages.

Think of documentation packages for example. Think of artwork. And most of
our softwares are not very difficult to package and maintain.

So yes, there are definitely people that I wouldn't trust as full DD that
I would trust to maintain some packages.
