Well, technically, you're perhaps right. However, I suspect that, due to
the highly sensitive nature of the subject, should the DPL indeed do
such a thing, a GR to overrule that particular decision will be proposed
faster than you can say "declassification".

In some cases it's just better to ask people whether everyone agrees
rather than to just go ahead and do so. And it's not as if the -private
archives are going anywhere, anyway.
