"Debian will remain 100% free software" is not a specific principle:
It's a set of principles some of which are inconsistent with others in
that set.
Some of the relevant issues include: Debian is a project. We don't write
much of the software we distribute. We don't distribute all the software
we write. Some people would claim that some of what we distribute is
not software.
