Well, it's possible that the Strong Defensive Strategy Criterion[1] was not regarded by the proponents of our current voting system as a valuable characteristic. I didn't even remember it being discussed, and according to Google, anyway, it never really was. Mike Ossipoff brought it up in February 2000; Raul Miller brought it up again in December 2002, and soliticed the participants for some analysis at that time, but none was forthcoming.
