I didn't say they were never used, I was one of the VPN gurus when MS
ran a Small Business Server newsgroup, some years ago. But the main VPN
use for SBS was for remote clients connecting safely to the company
network, and laptops were usually used for this purpose. The SBS never
acted as a client and its VPN server was always on.
I don't think it's common for servers to use ad-hoc VPNs as clients,
they are more likely to communicate with other servers either over
proprietary VPN-like protocols or router-to-router VPNs, either way
permanently configured. NM is a convenient desktop application, but
another potential point of failure for servers.
