As far as I'm aware, it's still the same as it has been for many, many
years: ifupdown is always installed, and Network Manager is installed
if a Desktop Environment is selected.  Loopback is always configured
in ifupdown (/etc/network/interfaces).  The other interfaces detected
by the installer are configured in NM if that's installed, otherwise
in /e/n/i.

Any interfaces configured in /e/n/i are ignored by NM, so if one were
to install NM after the initial installation was already finished,
then one would need to remove the interfaces from /e/n/i in order to
let NM manage them, should that be desired.

Use of systemd-networkd is never automatic, but it's available and
supported for those who wish to use it.

More exotic choices (connman?) are also available, but one may find
very few users able to assist with problems.
