Based on the result of typing the 'file' command, it's appears that the package 'file' isn't installed when one is using Rescue Mode.

Your guess is right. I wish to install linux-image-5.10.0-7-amd64.deb onto chroot /target after entering Rescue Mode.

At this moment I don't have a GRUB menu.
