Yes, it should.

Going by the Wikipedia reference, no. Unless/until there's an Alternate
Mode defining that; I can't imagine this is going to happen.

For that to happen, there must be some entity with enough stamina and
financial power to back a hypothetical VGA Alternate Mode. Who would
have interest in that?

Tickling your favourite search engine (let's hope it ain't Google ;-)
yields tons of "USB-C to VGA" adapters. For all we know, they should
be "active".

Those things aren't driven by engineering. They are driven by marketing.
