Which is indeed correct, as Release.gpg is the signature file for the corresponding Release file.

I can't find the key file for these keys anywhere else, and trying to use anything like (with or without the "0x"):

apt-key adv --keyserver keyring.debian.org --recv-keys 0x8B48AD6246925553

doesn't work (gpg: no valid OpenPGP data found.).

Checking my preferred key lookup site 1) confirms the key exists. However, keyring.debian.org does not look like a keyserver to me...

The server pgp.surfnet.nl usually works for me, but there are several others.

I'm not sure what you are trying to achieve with the key file, though. Installing the debian-archive-keyring package should be enough. I'm not aware of any Debian mirror that requires a special key/keyring.
