Only root can add a user to the admin group.

Can sudo not?  Gene has sudo.

sudo asks root to perform a task. There should be no difference between "sudo make me a sandwich" and "su ; make me a sandwich ; logoff" (except for certain things like sudo's environment sanitsation). Both should result in root making a sandwich for the user.
